ASTRO is a family of 10 individual Multiple Award (MA) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Vehicles administered by General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Service (AAS), Federal Systems Integration and Management Center (FEDSIM) and sponsored by the DOD designed to be a total solution vehicle for service-based requirements which span multiple NAICS Codes and NAICS Code Exceptions.

The comprehensive scope of ASTRO spans many areas of expertise and includes any and all components required to formulate a “total solution.” This includes operations, maintenance, readiness, research, development, systems integration, and support for manned, unmanned, and optionally manned platforms and/or robotics, as well as the services that support those platforms and robotics. These platforms and robotics may be based on land, air, sea, and/or space. Requirements may call for solutions that cross over multiple disciplines; include ancillary support services and/or products; require commercial and/or non-commercial items; require professional and/or non-professional labor; and use a variety of contract types or a hybrid mix of contract types. Clients may solicit task orders in a single Pool based upon the preponderance of the work in the requirement being solicited.  Booz Allen Hamilton received an award in each of the 10 Pools. This enables us to apply our technical and professional skill sets across the entire scope of the ASTRO contract vehicle, as well as offer niche functional capabilities.

Why the ASTRO Contract

• Available for use by GSA FAS AAS FEDSIM and any GSA AAS Contracting Officer (CO) granted Delegation of Procurement Authority (DPA) by the ASTRO Contracting Officer (CO)

FEDSIM, on behalf of DHS, established this $6B dollar, 5-year multi-award BPA to provide a full range of specialized information technology (IT) services and tools to implement DHS’ Continuous Diagnostic and Mitigation (CDM) program to DHS, the Federal Government departments, and state, local tribal and territorial governments. The CDM program seeks to defend Federal and other government IT networks from cybersecurity threats by providing sensors (tools), diagnosis, and mitigation tools to strengthen the security posture of Government networks.

The BPA provides a consistent set of solutions, at a reduced cost, that enhances the government’s ability to identify and mitigate the impact of emerging cyber threats. Booz Allen structured its team and selected its products to provide a comprehensive and integrated suite of software / hardware products and services that addresses the anticipated functional and operational requirements, thereby maximizing our ability to deliver competitive solutions.

Ordering Contract Types

The CDM Tools/CDM BPA allows for the following order types:

• Labor Hour (LH)
• Firm Fixed Price (FFP)
• Cost Reimbursable (CR) for travel only

Each TO can have multiple contract types in accordance with the CLIN structure of the BPA.

How Do I Purchase Under the CDM Tools/CDM BPA?

There are several options available for ordering products and/or services off of the CDM Tools/CDM BPA:

• Federal Agencies can use the Direct Order/Direct Bill option to procure products and or/services from the CDM Tools/CDM BPAs via Delegated Procurement Authority (DPA). Under a Direct Order/Direct Bill, the client agency is responsible for its own acquisition and program management activities. To obtain a DPA, please contact John Terrell [email protected], FEDSIM Contracting Officer.
• State, local, regional and tribal governments can also use the Direct Order/Direct Bill option to procure products and or/services from the CDM Tools/CDM BPAs via Delegated Procurement Authority (DPA).
• Federal Agencies’ can use assisted acquisition/consulting services from GSA AAS FEDSIM or a GSA FAS Regional AAS Customer Service Center to acquire full life-cycle acquisition support for their procurement of CDM Tools/CDM products and/or services.
• Federal Agencies’ can use the DHS process to procure products and/or services from the CDM Tools/CDM BPAs via Memorandum of Agreement between DHS and the Agency.

Fees Under the BPA

Other than IFF (industrial funding fee), the following fees are applied depending on the acquisition needs of the client:

IFF Fee
All prices awarded under the BPA include a user fee called the “Industrial Funding Fee” (IFF) of .75%. This IFF is built into the contract prices and covers the costs of operating the GSA MAS Program. Booz Allen and its CTA Members have responsibility for tracking and remitting payment of the IFF to GSA for all Schedule/BPA sales.

ACT Fee
The Acquisition, Contracting, and Technical (ACT) fee for this CDM Tools CDM BPA is 2%, which will be proposed and invoiced as a separate line item. The ACT fee only applies to orders issued by agencies under CDM other than GSA.  There is no cap on the fee and it can be applied incrementally with incremental funding modifications. The ACT fee will be included for Tool device licenses and CDM labor rate price quotes but does not apply to travel costs.

FEDSIM Fees
For those acquisitions in which the requesting agency elects to have GSA/FAS/AAS/FEDSIM provide full or partial acquisition and/or project management services through the BPA’s life cycles, a FEDSIM fee is negotiated on an order-by-order basis between FEDSIM and the requesting agency.

DHS EAGLE II

EAGLE II is a Department-wide multi-award acquisition vehicle available for use by any Department of Homeland Security (DHS) program or component agency.  Information technology (IT) support services represent a significant portion of the DHS budget.  EAGLE II is designed to offer a broad range of services, solutions, and contract types to fulfill the majority of component and departmental IT services needs.  EAGLE II intends to remain current and will continue to provide the full range of IT capabilities/solutions and emerging technologies throughout its life.

ENCORE III

ENCORE III is a Multiple Award Contract (MAC) managed by the Defense Information Technology Contracting Office (DITCO).  Individual Task Orders may be established to perform work in one of 19 performance areas which form the basis for providing information technology (IT) solutions for the development, installation, fielding, training, operation and life-cycle management of components and systems in the operational environments of Combatant Commands and their subordinate components, the military services, Defense agencies, Office of the Secretary of Defense (OSD) and other Federal agencies. Responsive Strategic Sourcing for Services (RS3)

RS3 Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is to provide ACC-APG customers, other Program Executive Offices (PEOs) other Department of Defense (DOD) agencies, and other federal agencies with knowledge based support services for requirements with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) related needs.  The scope and requirements for Contractor-provided support services for a diverse group of organizations that span the spectrum of mission areas for programs with C4ISR related requirements. Areas of support include (1) Engineering Services, (2) Research, Development, Test and Evaluation (RDT&E), (3) Logistics, (4) Acquisition and Strategic Planning, and (5) Education and Training.  

The RS3 Contract Offers

• RS3 may be used by all DOD and Federal Agencies
• RS3 Total Small Business Goal is 37.6% with 5% SDVOSB, 5% WOSB, 3% HUBZone, 3% VOSB goals.  Each task order is responsible to bid SB Participation Plan, and will be evaluated annually on meeting those goals.  This is a Task Order CPAR evaluation item.
• CPFF task orders have fee limits:  7% for non-experimental / non-developmental / non-research work, and 12% for experimental / developmental / research work.  
• No govt PMO fees for Army C4ISR programs.  There are govt PMO fees for client organizations not within the APG C4ISR community; fees range from $20K for assistance with acquisition package development, plus 0.1% - 1.0% contract usage fee. 
• Non Army C4ISR organizations can receive Delegation of Procurement Authority to originate, solicit, award, and manage task orders. 
• There are no fixed LCATS on the RS3 IDIQ contract; each task order will define LCAT requirements. 
• There are no RS3 team mates which are required to be used; each task order can bring its own team mates to the bid. 
• Task order POP can be 5 years. 

Systems Engineering, Technology and Innovation (SETI) offers an array of research and development, and critical technical disciplines core to engineering, delivering, and maintaining DOD and DISA IT products and capabilities. It encompasses legacy, current, and future DOD and DISA capabilities, services, systems, and systems-of-systems (SoS) throughout the acquisition and system engineering lifecycle. SETI spans the entire spectrum of DISA mission areas supported by the various Combatant Commands, Services, Agencies (CC/S/As) and DISA Directorates and Offices. SETI is available for use by all DOD mission partners. Where applicable, the term ‘system’ can refer to a single system, collection of systems, subsystems, and SoS, together within its environment.
