Dr. Charles Johnson-Bey (CJ) is a senior leader in Booz Allen’s global defense business. He has extensive expertise leading global innovation strategies that reflect evolving markets and technology dynamics. CJ’s more than 25 years of engineering experience spans academia, defense, and commercial industries.
In his current role, CJ leads Booz Allen’s work supporting Naval Information Warfare Systems Command (NAVWAR). CJ and his integrated teams deliver networks, cyber, and overmatch strategies to NAVWAR missions. Outside of Booz Allen, he is a co-principal investigator at the National Science Foundation-funded Engineering Research Visioning Alliance (ERVA). A convener for the engineering community, ERVA identifies and develops transformative engineering research directions that directly support the nation’s ability to compete in a global landscape.
Before joining Booz Allen, he worked for Lockheed Martin in a variety of leading technology and strategy roles. As director of cyber innovations, for example, he managed Lockheed’s cyber resources across the company’s rotary mission systems business. Prior to Lockheed, he worked for Motorola Corporate Research Labs and Corning Incorporated Science & Technology Division. In addition, he was an electrical engineering professor at Morgan State University.
CJ is a member of the 2024 Class of the National Academy of Engineering, among the highest professional distinctions an engineer can receive. He earned both an M.S. and Ph.D. in electrical engineering from the University of Delaware and a B.S. in electrical and computer engineering from Johns Hopkins University.
